City of West Columbia Redevelopment Plan and Neighborhood Revitalization Plan

The City of West Columbia, South Carolina was on the verge of major redevelopment on its waterfront edge. The City borders the Saluda and Congaree Rivers and is immediately across the river from the thriving Downtown District and the University of South Carolina in the capital City of Columbia. The sentiment of businesses and investors to move across the bridge to West Columbia, was gaining momentum attributed to its business-friendly attitude, low taxes and utility rates. The City wanted to be sure to have its vision for redevelopment and revitalization in place to preserve the character of West Columbia while also welcoming redevelopment.

The City hired RMA to provide a redevelopment and neighborhood revitalization plan.

These plans were designed to balance technology, sustainability, transparency and equity to further the goals of West Columbia. RMA conducted a comprehensive market study and hosted multiple community, small group and one-on-one meetings along with online surveys throughout the planning process. This in-depth analysis provided the basis for the strategic redevelopment implementation plan that included strategies for attracting businesses, investors and developers to the City. The plan also included recommendations for infrastructure improvements, regulatory changes, and traffic and pedestrian connectivity as well as branding, marketing and messaging, and wayfinding. One area of the City suffered exponentially from poverty and blight. RMA developed a Neighborhood Revitalization Plan and recommended programs to provide enrichment, connecting residents to current and future jobs to the redevelopment activities. Educational campaigns and neighborhood ambassador programs are effective means for neighborhood improvement programs that are transformative.

Both visionary strategic plans were unanimously adopted by the City of West Columbia council. The result was a holistic plan that provides for community and business outreach throughout the area, and a strategy plan that acts as a blueprint for the City to follow to reach their goals.
